A Brief Overview of the Bureau of Legal and Ethics

The Bureau of Legal and Ethics, commonly referred to as BHE, is one of the administrative units at the University level. The Bureau of Legal and Ethics is headed by a bureau chief who is appointed and dismissed by the Rector.

Mandates and Functions

a.

a. to conduct studies on laws and regulations in the field of higher education and other related areas;

b.

b. to formulate and draft Rector’s decrees;

c.

c. to coordinate the formulation of university regulations, Rector’s regulations, and other legal policies, as well as to ensure the synchronization of all legal policies within UIR;

d.

d. to provide legal and ethical advisory opinions to the leadership of UIR;

e.

e. to manage and publish legal and ethical policies, as well as other relevant legal information;

f.

f. to develop legal and ethical policies that align with the needs of UIR;

g.

g. to coordinate with other units within UIR to ensure the effective implementation of legal and ethical policies;

h.

h. to coordinate the resolution of legal and ethical issues encountered by UIR, its leadership, lecturers, administrative staff, and students; and

i.

i. to carry out guidance and supervision over the implementation of legal policies, codes of ethics, and disciplinary regulations;
